What that means is that Hedges costs +1 movement points to cross that hexside, in addition to the MP for the hex being entered.
So examples of that would be:
- Crossing a Hedge, into a clear hex would be 2 MP total (+1 for crossing the Hedge hexside, and +1 for entering the Clear hex)
- Crossing a Hedge into a wheatfield hex would be 3 MP total (+1 for crossing the Hedge hexside, and +2 for entering the wheatfield hex)

It would generally (with exceptions) cost the American 101st Airborne Squad 3 MPs to move from Wheat Field Hex M2, over the Wall (cost 1 MPs) and into Light Woods hex L2 (cost 2 MP). With no hedge, that's just a cost of two.
This is no problem, as we have a squad with 4 MF points
